In 2014 Russian economy faced big hardships. Due to the decline in world oil prices and the imposition of economic sanctions, ruble exchange rate has had a significant reduction comparing to foreign currency. The same reasons later also caused the growth of inflation, the decrease of consumer demand, the economic downturn and the decrease of people real income.
However, despite of all these negative effects of economic crisis, the low exchange rate of ruble opened up new prospects for Russian business, it stimulated export, played a role in the development of Russian national industry by increasing the competitiveness of Russian products in foreign markets.
The growth of exports’ income led to the increase of their contributions to the budget. At the same time the profit of domestic producers raising the import-substituting production also increased. In proportion to this increase the budget contributions also grew up. It is important to say that for the first time for many years the share of non-raw export grew up, it had the positive effect on Russian economy.
We can see that in this conditions a lot of Russian companies can suggest to foreign buyer competitive domestic products. But the enter of Russian companies to foreign markets can make some difficulties, for example, the language barrier, the lack of knowledge about legal base, the licensing of the products, the registration of a legal entity, transport logistics, certification etc.
In 2 and 3 of September 2016 the municipal enterprise “Municipal center of international cooperation” with the support of the city administration of Blagoveshchensk hold the First Amur Export Forum especially for the developing of international cooperation and research for sales markets and to make the process of entering the export companies of Blagoveshchensk and Amur region to these markets easier.
There are Chinese comprehensive bonded zones and cross-border economic cooperation zones took part in this Forum and presented themselves.
Informing the business community about the work and services of the above economic zones allowed to learn the information about:
· the system of tax benefits in these zones;
· privileges and preferences providing by the customs authorities to foreign export companies who are the residents comprehensive bonded zones;
· transport and logistics advantages providing in case of the location of the enterprise in Chinese economical bonded zones and cross-border economic cooperation zones.
On behalf of Russian part in the Forum participated enterprises of Amur region and Blagoveshchensk city, Amur Chamber of Commerce, Amur branch of Nationwide public organization of small and medium enterprises “The support of Russia’, the Union of Industrialists, entrepreneurs and employers of the Amur region, the Center of the developing of youth and public initiatives “The choice”, the department of economy development and investments of Blagoveshchensk city administration, the department of developing the consumer market and services of Blagoveshchensk city administration.
Chinese participants:
· Harbin comprehensive bonded zone
· Heihe cross-border economic cooperation zone
· China-Russian center of business cooperation “Internet +”
· China Nationwide Committee of promoting the development of international trade
As the result of this activity there were signed several cooperation agreements between Russian and Chinese partners, businessmen offered some suggestions how to overcome bureaucratic barriers during export. All these suggestions were transferred to the official authorities. Besides, around 50 young businessmen passed one week studying of E-Commerce and the basics of doing business in China since 24 to 28 of October in Heihe.
By the results of the First Amur Export Forum the founders decided to arrange this activity every year. We plan to attract more and more Russian and foreign businessmen, famous persons of the government system of supporting export, directors of state companies and business organizations, famous journalists and experts in international markets.
